One easily missed PokeSurvivor rule: learning four moves does not normally make all four attack together. Only the selected slot triggers attacks, although existing projectiles or timed effects can persist after switching. That changes how a new-move card should be evaluated: it can add a situational option rather than automatic extra damage.
